In homebrew Feats>Spells> why is "Cast at level" range from 1 to 20, when its affect in the character sheet is setting what level the spell is cast at? Is that a bug? I didn't check if it was that way for other areas that add spells.

That field can also impact cantrips, which scale with character level. It can interact differently depending on what kind of spell is inserted.
