When I try and create a new character, I'm missing a few races. However, if I click on an existing character that has already lvl up and click on change race, a few different races appear that I don't have if I want to just make a new one.
Missing examples: Changeling, Elves have 8 subclasses, Shifter, Warforged etc..

Sounds like your new character does not have eberron and/or playtest content enabled.
