Was just about to post the same thing. I too have everything unlocked but my list is missing things like Princes of the Apocalypse and Out of the Abyss. All in all the list displays 17 items but I think it should be showing 28.
Edit : Checking my other campaigns they all list a different number of items to block/allow so it doesn't appear to be consistent either (other than not displaying all the available content).
I have all the content but Ravnica with 3 different campaigns where I share content with the players and each campaign is showing different content to hide and none of them show all of the content that I own. I have refreshed and cleared temp/history/cache just have not restarted since watching the stream still.
I'm having the same issue, at least on mobile. Haven't had a chance to check on PC, but definitely don't see either of the adventures that I actually need to disable (PotA and SKT) for either of my campaigns.
Love the new Content Management but it is missing many items. I have unlocked everything but this is my list:

Same here, it shows only Acquisitions Incorporated and Ghosts of Saltmarsh, but I have bought all available adventures.
