At least in Safari 12.1.2 and Firefox 69.0, it is not possible to scroll the index sidebar when viewing compendium content.
This causes issues on laptops, as in a few rare cases the bottom-most entries of long index sidebars are off the bottom of the browser window, and thus inaccessible for to jump to content, or it identify which section one might be in for larger sections.
One example would be Acquisitions Incorporated Chapter 2: Growing Your Franchise, on my 15" laptop monitor the very last entry is cut off even at maximum non-fullscreen browser window size.

This has been an ongoing problem at least since the menus update, maybe earlier.
