Condition Duration will not allow you save a homebrew item unless it is set to 1. However, there are base magic items with a condition duration set to zero. If you create a copy of that item, and then edit the condition, the system will not allow you to save it back with zero in that field.
An example item is a Giant Slayer weapon. It causes the Prone condition. The base item (when copied) has the condition Prone with 0 duration. Upon editing (or creating anew) the system requires duration >= 1.
