There can be some delay between transaction and access. Try clearing you cache or loghing out and back in. If it has been more than an hour and none of those worked, post the URL of the character (not the share link) for a mod to take a look.

Pretty much as described in the title. I bought Zephyr strike but it does not appear as available spells in my ranger spell list.
