I'm a player who owns all the primary source books (PHB, XGtE, DMG, MToF, VGtM, SCAG, E:RFtLW, MM) and I have a master tier subscription. I have content sharing turned on in our campaign and the charter builder works fine, all of the options are available for everyone. However, when my DM attempts to make a homebrew subclass, he only has SRD options available to him if he wants to base it on a preexisting subclass. Should everything be available to him or not?
What pocketmouse said. You cant use shared content in homebrew only owned content.
It is probably to keep someone from being able to join a campaign, make a copy of all the content they need, then leave and use the copies. Or it might be because WotC specifically said no.

You can only base a homebrew item on content you own, not content shared with you.
