While editing my sorcerer character, I noticed that when I change his level from 2nd to 3rd, I cannot select any 2nd level spells to add to my list of spells known.
Try refreshing the builder or changing spells from the character sheet instead.
Because of the way browsers load information, the spells list can't change while it is loaded.
