I have the same problem. I created a homebrew race with a feat choice. Upon character creation I am not able to choose a feat, the list is empty. I am a master tier subscriber, and have the legendary bundle, homebrew is turned on, so is feat variant rules. My character has ability scores assigned and a class and background and everything.
Hello flypirat! This is because you have the Choose a Feat modifier nested inside of an option ("Full blood human"). The Feat -> Choose a Feat modifier is built to support the Variant Human race, and works as a modifier in a racial feature, but not within a nested option.

Is there a way for me to make it possible to choose a feat in my "full blood human" option?
In case that's not possible, if I made the "full blood human" option a variant of the race, would that work?
