According to the PHB you should have 3 cantrips and 11 leveled spells and have 4 level 1 spell slots, 3 level 2 spell slots, 3 level 3 spells slots, and 2 level 4 spell slots to cast those 11 leveled spells with.

You appear to be adding Cantrips and Spell Slots, which isn't how you determine spells known for a bard. For a bard, it's a flat number of cantrips and a flat number of spells known. At 8th level, it's 3 cantrips and 11 spells (for a total of 14).
