For the Tortle race, it states that your base AC is 17 but this cannot be improved by DEX modifier. When taking the Barbarian class you are allowed to add your CON modifier as well but on the character sheet, it doesn't get added. Should Either the tortle race page should be updated to say it can't be increased by other class bonuses or the character sheet should take it into account?

The barbarian doesn't add Con to your AC, it gives you a different AC calculation that includes Con.
You only get to pick one AC calculation for your character, so in your case it's either:
Tortle: AC = 17
or
Barbarian: AC = 10 + Dex + Con
