I recently purchased both the College of Swords bard college and Echo Knight martial archetype. The College of Swords option instantly appeared in the character builder, but the Echo Knight has yet to show up. Is there something I am missing rules-wise?

Have you turned on Critical Role content from the Home section of the character editor?
