I believe I figured out it. Having Druid as a class removes the kit from the background Tool proficiencies list, so when I tried to select it for the hermit background, it wasn't listed. I'm assuming so I can't select it twice
Maybe for a future update, a note next to the background feature stating that it was already selected? It slipped past me that it was given as a Druid proficiency.

It seems the herbalism kit is missing from available tool proficiencies, at least when I try to select it as a druid.
It should be there. If not, can you link here you character sheet?
