Even with content sharing active in my campaign my players stated that they could only use the content within the character builder, and were prompted to purchase the sourcebooks from the marketplace if they tried to read them (i.e The Players Handbook). I created a dummy account and confirmed for myself that this was the case, trying to access the players handbook, even though I was within a campaign that had TPH shared still wouldn't let me view it in the compendium, instead prompting me to head to the marketplace and restricting access.
I'm really hoping that this is a bug and not intentional as it's going to make it much more difficult for me to introduce some of my friends who are new players to DND...
Have you enabled the sources in content management?
When you enable content sharing in a campaign, it turns on access for all content in the character builder, but they can only view the compendium content for stuff you enable through content management.
This is so they can build their full characters using all the options, but not go and read the adventure you're running.
When I clicked into content sharing, every source was enabled (every tab labelled green), but it wasn't active. I've just clicked the enable all button, and while there wasn't any change on the page, the sourcebooks are now available in my dummy account!!
Weird, but I'm thrilled it's working now! Thanks!! =D
