I'm attempting to create a homebrew background which grants proficiency in Tinker's Tools, and proficiency in one other set of Artisan's tools of your choice.
This is the setup I have in the background creation tool.
When I attempt to use the background, this is what is displayed in the tool proficiencies area:
As can be seen, not only are Tinker's Tools not given as a default proficiency, they are not present in either list. All artisan's tools are present in the basic rules, so it is not a matter of not being able to access particular tools.
When I change the default proficiency to any other tool instead of Tinker's tools
Then it behaves how you'd expect. (Though tinker's tools are still not available in the 2nd tool option)
The problem seems specific to Tinker's tools. And the problem does not exist with existing backgrounds (such as folk hero as shown below)
In summary: Tinker's tools are not available as a selection in a homebrew background, but are present as normal in existing backgrounds
When testing with the homebrew background it was on a rock gnome, and I missed that they had that proficiency by default. When testing folk hero I just used a random character (which was silly of me).

Does your test character already get proficiency in tinker's tools? From race or class for example?
If not, post a link to your test character and the homebrew.
