Imagine I'm in 2 campaigns with different DMs who have different content unlocked. One has Storm Kings Thunder and one has Tyranny of Dragons.
Although I have access via two campaigns, is the content unlocked for me at an account level? In other words I can access all the elements (items, etc) on all my characters for as long as I have access via sharing? Even if they aren't in the campaign?
A little clarification. You (as a user) would be able to see the content from SKT and ToD in the compendium and in the listings. Your characters would only have access to the data for the campaign they are joined to. If you create a new character outside of being joined to either of those campaigns, that character would only have access to data YOU purchased until that character joins either of those campaigns.
I think he may be questioning whether his entire account has access to both pieces of material because he has a character in each campaign.
I believe each specific character will be limited to the shared content available in that campaign, although you will be able to view content from each.
Will there be an option in the character builder to select a campaign for the character so we don't have to go to the join campaign link to make a character using the content from a specific campaign? I'm not saying to allow us to access different campaign items on a single character, but just make it more intuitive to create a character for a specific campaign. Even a "Create Character" from the campaign homepage would be a step in the right direction from a usability and intuitiveness standpoint.

The typical flow for someone that didn't create the campaign is to be sent a link to join the campaign from the campaign creator. On the Join page, we've added a button for the user to click to Join the campaign first and then go into the builder so they'd have all the data from that campaign available.
Now, for the use-case where its the campaign creator, probably creating an NPC for a campaign, we've got to add in a new work flow so that you can start that NPC in the scope of the campaign. This is something that we will be improving as we start to build out better campaign management support.
So...

You should be able to, yes. I take that by "Even if they aren't in the campaign?" you mean that your freinds are just the campaign creators.
Of course, you, or both your friends must have the Master Tier.
