I noticed I couldn't make a subrace for some races like the Grung. Is that something that is going to be fixed in the future?

Only races that currently have subraces can have homebrew subraces added; they're set up to accept homebrew. For races like the grung that don't, you'll need to make a variant race

What Dave said. The grung does not have subraces, so you can't give it a new one.
