I have added the 'Spell Sniper' feat to my character and selected the spell I want (Ray of Frost). When I view my character the spell is not showing up in the list of spells known.
Do you have the Spellcasting feature from your class?

I do. This is a Sorcerer. I picked this for my level 8 class feature instead of an ability score increase.
