I've created a few spells and items. A few items I created post launch and which remain private can be added. The stuff I created pre-launch which I published cannot be added to my character.
I also created a spell post launch. I could not add it as a known spell either before or after publishing. I also could not add it to another homebrew item I created.
Hmmm, using public homebrew stuff requires a subscription. So my guess is the system is not differentiating between what you created and made public versus what someone else created and made public.
So the question then is, is the system behaving as intended or not?
Ok, I think this is a broader issue with public homebrew items. I have a Hero Tier subscription, and I cannot access any public homebrew items that I add to my collection. I can only use my own private items.

How does one file a ticket? Busy few weeks, haven't been able to look through the forums fully, but if it's something I can do myself I will. Don't want to push things off on others (though I do appreciate your response).

Check the first page in the character builder section of your character - is the homebrew toggle switch turned on?
