If you build a Cleric, and pick the Acolyte background, it gives you a drop down of a lot of skill choices. There should be no choices, the background specifies that you get: Skill Proficiencies: Insight, Religion.
The Character builder just needs to remove those two drop down choices. I had accidentally picked too many skills as I didn't realize Acolyte skills were supposed to be pre-set.

If the character already has those proficiencies elsewhere, their backgrounds can give the character other proficiencies.

With acolyte, you get proficiency in Insight and Religion
So an Aco Monk should get Insight and Religion, and 2 of Athletics, History and Stealth
But if you already picked one or both, of Insight and religion under monk, you now get a dropdown option to select any skill in the backgrounds section instead.
Meaning you can now choose Insight and Religion, and then any other 2 skills you want.
This seems like a bug, compared to if it still limited a character to 4 of those 5 options that work with the combination of that class and backround

It is not a bug. It is how the rules work. I even cited the official rule about it in the second reply on this thread, and the rule clearly states that players can choose ANY proficiency they want if their class and background proficiencies overlap.
