I've noticed the following bugs with items that contain spell charges:
The field for "Cast spell at level" has no effect on the spell description in the item - it still shows the spell's base level rather than the level the spell is intended to be cast at, and makes no mention of that level unless you write that into the item description.
The spells do not show concentration requirements (Bane, Bless, etc.).
If the item requires attunement, the number of remaining charges is still able to be modified without being attuned to the item.
+1, in addition, in Spells section, You are able to click on levels and higher level spell slot to Cast even if the remaining charges are insufficient to allow this.

I made multiple experiments of an item with 25 charges, and which has several level 1 spells. For each spell, "MINIMUM CHARGES" is 1, "MAXIMUM CHARGES" is 1, and "CAST AT SPELL LEVEL" is 2.
Under "EQUIPMENT", as stated above, it lists all the spells as being cast at level 1.
Under "SPELLS", the available spells show up correctly under "2ND LEVEL" spells. BUT, they show up as requiring "2 C", whereas they should only require one charge. Clicking "2 C" uses 2 charges.
HOWEVER, if under "SPELLS" one clicks on the spell to bring up the auxiliary window, that window has a button labeled "1 CHARGE", and lists the LEVEL as "2nd", which is correct. Furthermore, clicking "1 CHARGE" does indeed remove one charge.
So ... things work correctly if you always bring up and cast from the auxiliary window. But incorrectly if you cast directly from the SPELLS "2 C" buttons.
