I created a homebrew item for one of my players but it is not coming up in the item list for them. If I make a character myself, I can see it in the item list for myself, and it appears fine from a search. For her, it does not appear from a search, or by manually looking through the whole list.
At the moment, it is essentially a renamed +1 Longsword. It is listed in my "Homebrew Creations" page. It is not published (which I assume isn't the problem as she was able to add a homebrew spell I added for her which, again, was not published).
I have the DM subscription and her character is correctly added to my campaign. I also have the PH, DMG, MM, & VG as purchased content.
Not an issue after all, sorry. We'd just both ignored the "Proficient" check so it was robbing the list of the item. Unchecking the box allowed her to add it.

Your friend should check if, in his/her character editor, the homebrew is allowed (first page of the editor).
She has it enabled and it seems to be working for spells
