What browser are you using? I am using chrome, and it worked for me.
Chrome as well. This is happening when the file is attempting to download is when the file message says 'Failed - Server Problem'. I tried selecting 'Resume' and get the same message. Keep in mind the file never downloads it never hit my computer.
I also tried different characters to download and the error still persists. I may try with * shudder * MS Edge to see if is a browser-specific error.
Every once in a while about 50% of this website just doesn't work for me. The reply to topic boxes won't appear, I can't edit most sections of homebrew monsters/items, etc. Then after a few days it starts working again.
It's one of the top reasons I refuse to use DDB to run game sessions, even if I could -- I can't run the risk that the night we play, half the website doesn't want to play with chrome. No other website gives me trouble like this, and for VTTs, Foundry, for instance, works 100% of the time. (As did Astral when I was using that.)

WOTC lies. We know that WOTC lies. WOTC knows that we know that WOTC lies. We know that WOTC knows that we know that WOTC lies. And still they lie.
Because of the above (a paraphrase from Orwell) I no longer post to the forums -- PM me if you need help or anything.

Yeah, this is annoying but I'm only downloading a PDF and it seems like I have alternatives methods to get the file if I'm desperate. The rest of the site seems to be working just fine for me but I know about the Reply/Quote box not appearing now that is really annoying.
Unfortunately "This page isn't working" is not an error we as end users can really track down in terms of cause. You're lucky another browser is able to get you what you want. If that weren't the case you would be stuck.

Try resetting Chrome. Hopefully you don't have Chrome set to remember all your logins and you no longer remember them.
No luck with that either.
