As of 2020/2/19, searching for the words "Underwater Combat" currently returns 35 results from various sources, none of which is the Underwater Combat section in Chapter 9 of the PHB.
I have all content unlocked and the section title of the rules for Underwater Combat in Chapter 9 of the PHB is literally "Underwater Combat" so even if the search function isn't complex enough to sort results by priority it should include that page somewhere in the results...
At least one of the top compendium results is the DMG underwater environment which mentions the PHB rule and what chapter it is in.
But yeah the search bar is bad. It doesn't sort by priority, it can't group words into phrases, it doesn't have exclusion filters. It is 20 years behind in terms of search engine technology.
