I created a bard and somehow on I'm not able to choose Magic Initiate (Bard) or Ritual Caster (Bard) as a feat. The option just isn't there at all. The option is there for other characters when I try to edit them. Also, in my spell list I have Mind Sliver and Id Insinuation which are listed as Magic Initiate (Bard). Not sure why that is but any suggestions would be helpful.

Well you have spells from the feat and are not able to select the feat - this means more than likely you actually already have the feat. If that's the case (you can check from the Features and Traits section on the character sheet) - you need to see whether it was added via an ASI in the builder or manually through the Manage Feats button on the character sheet (same place as you find out whether you have the feat).

Ah. Yes I see it now. I somehow picked it as a variant human, but the spells still confuse me. Why were archived spells an option? I've never seen that before. 

Unearthed Arcana will show up if you have "Playtest Content" toggled on in the Home section of the character builder.

You cannot take the same feat more than once, so if your character already has Magic Initiate (Bard) then you cannot choose it again. And you need to meet the Int or Wis requirement for Ritual Caster (Bard).
