Our DM has purchased and shared the Player's Handbook, but when I try to create a homebrew feat using an existing feat as a template, I do not see available for use the feats from the Player's Handbook. They are available to choose for our characters, just not available for use as a template to customize. Ex. Polearm Master.

it's expected because you don't own the license to the content to make your own content based on it.
