So I've recently started running Omu at my in-person game, and have noticed an issue I'm trying to work around.
Simply put, my MacBook's monitor isn't tall enough to render the entire navigation control side-panel -- half of it is below the bottom of the screen, inaccessible, when working with the contents of the city.
You can zoom out a couple steps. Purely a workaround, not a solution. Press ⌘ and - I believe on a Mac. (Ctrl and - on PC).
I tested on my screen and duplicated your issue. Two steps of zoom out allowed me to see the whole nav bar. Then you can select the section you want and Ctrl/⌘ and 0 to go back to 100%
