The first episode of HotDQ references a "winged kobold" which is properly linked but takes me to the page to buy it from the monsters manual. I hope that any monsters needed for a campaign would be included in the purchase of that campaign - which is to say i hope this is a bug.
Yeah but the adventure requires me to use a winged kobold ... If it's not in the appendix of the adventure - if i bought the physical book for instance - what would i do? I don't have a stat block for it. Why would wotc include a monster in an adventure and then not give me a stat block?

No, you would need a purchase for that (single monster or Monster Manual).
When you buy an adventure, you buy also the monsters that appear in the appendix of that adventure, not others coming from the Monster Manual.

Indeed it is so. If you buy the physical book, you do not get the stats for the winged kobold. You would need to buy the physical Monster Manual.
Here, it is the same. With the advantage that you can buy the single monster, not the entire MM.
