I have a level 4 Great Old One Tomelock. I'm trying to select Phantasmal Force as one of my known spells, but for some reason it isn't available in the spell list. However all other spells I would know at this level are — Dissonant Whispers, Tasha's, and Detect Thoughts.
It brings up the page to purchase the PHB. I assumed that might be related, but the campaign the character is assigned to, the DM has bought and shared the majority of all content.

I assume that means they have a master subscription? Have them toggle sharing off and on again.
Indeed, have the DM try the above (sometimes there's a caching issue) but it's possible that the DM hasn't purchased that spell. So if they doesn't work, I'd recommend them checking the Marketplace listing for the Player's Handbook and scrolling down to "Spells" to see if Phantasmal Force has been purchased.
If you have 100% confirmed the DM does have Phantasmal Force and sharing is enabled and the turn on-off doesn't work, post the link (direct URL from the address bar) here, and me or another moderator will try to see if something else is going on.

I own the PHB in DnD Beyond and am having the same issue with the a 2nd level warlock. I know this is an old post. Anyone have any ideas?
Please read the rules on warlocks' access to higher level spell slots. Second level warlocks do not have access to second level spells.
