So in character creation Half-elf drow. Default's to drow magic and will not let me choose skill versatility is this a bug

A Drow Half-Elf choosing Skill Versatility is identical to just a normal Half-Elf. So just choose a normal Half-Elf. You can still call yourself a Drow Half-Elf as that's only flavour.
