I'm new to D&D stuff, this year I've been working on actually getting physically involved in it, since late last year and early year, been watching it.
So, I'm on character creation, I created an elf ranger. And on proficiencies it listed quite a handful for three to be picked from. Skills: Choose three from Animal Handling, Athletics, Insight, Investigation, Nature, Perception, Stealth, and Survival I wanted to pick perception but none of the three had it as a choice.

Elves get proficiency in perception as a racial feature, which is why it is missing from the list you can choose from - you already have it.
Oh! Okay, that does make more sense since it's not on pen & paper.
