Went searching to see if anyone had made a thread about this already!
*EDIT* I looked in the source book (Sword Coast Adventurer's Guide) and saw where it said to use the Guild Artisan characteristics, modifying as needed. So I understand it isn't a bug, but I would recommend adding this note to the Courtier background in the Character Builder for clarification.
