where would i need to start when making an simplified NPC stat blocks for use with nonplayer artificers akin to the NPC stat blocks found in the monster manual and volo's guide to monsters? Like what class features do you think would be necessary to include when designing them, would magical tinkering be needed? would flash of genius be needed? would the infusions be needed or could i get away with the NPC having extra magic items that i simply claim they built? what do you guys think?

The magewright is already akin to a level 0 artificer, giving it infusions doesn’t really do much for it since it’s still helpless in combat
