I would tend to agree, seeing as how every character can qualify for an attack made as a bonus action and don't even have to use a finite resource to do it.
That belies some of the problem with the terminology. No PC class gets a feature called multi-attack. Only druids can access it via wild shape. PCs have various features that let them make more than one attack using various resources. The way PCs make more than one attack with the attack action is via extra attack. Two weapon fighting, War Priest, a few feats, and maybe some other class abilities allow bonus action attacks.
So the answer to the OP question is “how specific do you want to be?” Bonus action free? Then maybe the Druid is first. Resource free? Then no, the Druid has to use wild shape.

1st level Cleric, War Domain gets multi-attack at level 1.
Using your bonus action is not what they are referring to with multi attack

Do you mean the Multi-Attack at 5th level (6th level for some) that doesn't include a Bonus Action in any way?
Or are you counting the animal form the Druid changes into to get Multi-Attack as the Druid getting Multi-Attack?
