To preface this I like to construct a backstory for my character first and then assign ability scores based upon that backstory. It leads to some strange characters but I enjoy the roleplay.
My paladin is a level 3 Oath of the Ancients for story reasons. His backstory has him primarily Dex and Con based, so he's a sneaky wood elf with a lot of hit points. He even wears leather armor to up his stealth chances. Currently my ability scores are as follows:
Str: 9 Dex: 19 Con: 16 Int: 10 Wis: 10 Cha: 10
I know I need to up my charisma to really be an effective paladin but I'm wondering if there's a feat I should take at level 4 rather than just bumping the ability score.

As DxJxC said you'd be better off swapping Con and Cha. Otherwise you'd be going 3 ASIs in until as a Paladin you're aura and spells are any good. You can then take tough and res con to increase HP and Con and con saves
Well if that's the case I'd suggest getting you're charisma up to 16 before you do anything else. With out it at least at 16 most of your powers are useless. You're DC is to low to try anything including you're channels, you're aura of protection is only going to be a plus one till level 8. You might even want to consider multiclassing to fighter for ASIs at this point if you want a better pointed character. If not at high levels you'll want a minimum of 18cha and that leaves you only being able to take a single feat or improve a single ASI that's not cha
Plenty of spells like curing and smite that don’t need DC or hit roll from high CHA, if you’re enjoying the RP then go with what makes fun for your group.
Smite isnt a spell and spell smite effects with the exception of a few require a DC save. Most of the Paladin spell list doesnt require DC. That said most of the go to spells Paladins take do. Most of these spells are buffing spells. Something better suited to a full caster. A low Charisma makes most of your auras and channel divinities uselss.
But agreed if this is what you want to role play go for it. However I dont think this was the OPs intent.
Thinking of it it would be interesting to play the not so Paladin Paladin.

Just 11/15 of the damage and control spells. Plus the auras, the second of the paladin's 2 most notable abilities.
He was never asking about RP or if he should play the character as is, just whether he should take a feat instead of bumping CHA.
As someone who took feats instead of ASI's for my Paladin, I 100% recommend the CHA boost. Your party (and you) will never get over the aura boosts to saving throws, and depending on your campaign storyline the increased spell DC will be really valuable - eg. Magic Circle (3rd) or Staggering Smite (4th). Your higher level stuff (Cleansing Touch etc) will also be boosted by CHA increases. But it's all up to how much fun you think you'll get out of it - if you don't use spells a lot, then feats can be a ton of fun and add flavour to RP.

I think CHA will be the best choice for at least 2 ASIs.
You might be better off swapping CON and CHA, IDK.

We've been playing with the characters for about a month already so the ability scores are locked in at this point.

He cant multiclass without 13 STR and CHA. Just put those ASIs into CHA.
You can grab a feat if you really want one, but you probably wont need it and CHA is probably better.
That's true wasnt even thinking about that. Yeah you'll just have to dump everything into CHA. With maybe 1 feat

I've almost been acting as our party's rouge since we don't have one. Since I have such a high dex I'm the best with the thieves tools and stealth.
