Torn between ASI or Sharpshooter at 4th level. ASI would take my Dex to 18/+4 but Sharpshooter cover ignore and -5 hit/+10 dmg features are tough to argue with. Thoughts from this crowd? TIA
Personally I would play the long game. You currently presumably have +5 to hit. If you decide to roll sharpshooter then you just have to have a straight die roll which means you'd have to roll at least 12 to hit anything, and anything you can hit with a 12 AC chances are will be killed quite easily with a +10 damage on top of what you roll.
So i would increase your skills first to make the penalty to hit worth anything
That's correct, +6 if I go with ASI. With Sharpshooter I was thinking to hide as often as I can, assuming that provides advantage on the attack and making it easier to overcome the -5 penalty to gain the +10 damage.
I agree, ASI would probably serve you better right now. Plus the bonuses to your skills. That said, it depends on how long the campaign is going to go for. If it's not going to hit another feat level most likely, you might want Sharpshooter since you might not have another chance to get it.
For a rogue you want to hit primarily to get your sneak attack dice, so the ASI is more important. Sharpshooter works better for characters with multiple attacks.

For a scout I would go with the asi to get dex to 18.
as scouts I personally view and play as more of the “Rambo II” and “Rambo first blood” types. Infiltration, scouring, etc.
the sharpshooter thing really only has its use in combat. But if you went scout archetype, most of its stuff is more useful for more than just combat, like the mastermind.
it ultimately will come down to the preference of how you like to play.

You didn't mention that Sharpshooter also increases your range (without disadvantage) from 150ft to 600ft with a Longbow. Without the Sharpshooter feat, it is much harder to get Sneak Attack from more than 150ft away because the long range will impose disadvantage on your attack. If you're hidden, you can cancel out the disadvantage from the long range, but then you need an ally next to your target. With the Sharpshooter feat, you can get Sneak Attack from up to 600ft away if you either have advantage (by being hidden), or if have an ally next to your target. It's so much easier to get sneak attack from more than 150ft away with the Sharpshooter feat.
If you're always fighting indoors, being able to attack from more than 150ft away is completely irrelevant. But if your campaign has a lot of outdoor combat (and not at night unless you're attacking into a well lit area), then Sharpshooter can be really useful. You can be a Sniper camped on a hill outside of the town (or a guard tower in the town), sniping people from up to 600ft away, and using the hide bonus action every turn as you move between hiding places (or arrow slits) to make sure that you get advantage and sneak attack on your attacks. And even if the enemy tries to take cover from you, half cover and 3/4ths cover won't affect you at all, they would need to find full cover from you.
But if you're fighting indoors and 150ft range is always enough, then Sharpshooter isn't as useful for you.
If you think being a sniper fits your Scout build, and the campaign allows for these opportunities, then let the DM know that once you reach level 8, you'll be looking for chances to take up a perch far far away from the enemy during combat. As a Rogue (with expertise in Stealth, because what person plays a Rogue and doesn't choose expertise in Stealth), you can fairly easily sneak your way to a great spot to start sniping without being caught.
