1. Is there a list of what spells can be twinned according to RAW?
2. Is a sorcerer able to cast "at will" spells without using a spell slot? I see the "at will" spot is tied to a specific level and the regular version has a "cast" button and can be scaled
On the twinnable thing, just read the description of the spell, its pretty clear if itll work or not.
On the at will origin spells, it appears to be a bug. I'm sure it will be fixed soon. If you read the description, on the origin spells sections they are always prepared but that doesnt mean they are cast at-will.
In 2024, any spell that scales by number of targets when upcast is twinnable. Note that this technically includes chain lightning should you feel the need for multiple blast spells.

Thanks. Also the "at will" bug has been fixed
