First of all, I'm new to D&D and a friend recommended this website if I needed any help, so I'm here, so help me with anything I'm missing, thanks!
Note: The character I'm trying to create is a coolheaded Elven Sorcerer, that likes adventure but she doesn't want to bond... yet.
Name: Ninaa (Pronounced: Neen-AY)
Alignment: Chaotic Good (merely because she's a frequent adventurer, but her methods are questionable, and she's rarely out for anyone but the people she's adventuring with, and she severs those bonds easily)
Race: Elf
Gender: Female
Sorcerer Origin: After the Father and Mother defeated an unnamed white scaled dragon, the dragon, in its wiseness, blessed the Mother's firstborn with an affinity for magic as a reward for the dragon's defeat.
Witch Bolt: 1d12 of lightning damage, and I can forfeit my action to cause 1d12 of lightning damage per turn until the spell ends.
The hyperlinks are just links to the spell pages except for Witch Bolt because I haven't purchased the Starters Handbook :c
Character Origin and the start of the campaign: (CAMPAIGN HAS NOT STARTED YET, THE DM HASN'T APPROVED EVERYONE'S SHEETS YET)
Due to complications of her birth, her mother died. Because she was blessed by a dragon, her father didn't realize so much would be established on her. After he realized that she could perform simple magics by turning her bathwater to solid ice on accident, he established the help of the town Wizard to help her control her magic.
When she was 10 years of age, she kept on insisting on a growing pain in her rear, and after close inspection, it was a stub of a white scaled tail, growing where her tailbone would usually end. (Yes, my DM allowed this) What scared her the most, was that it looked similar to bone, and she was bullied by the people at her school for her magic and her "butt lump"
With continuous bullying, she was afraid to make friends, and when one boy tried to befriend her at age 15, she accidentally killed him by shattering his body to ice when he shifted his body for a hug. With this, she slowly grew as cold as her draconic powers and was usually viewed as the outcast in all but a few situations.
Now in the present, she is a frequent adventurer and she takes pride in her interrogation skills. Primarily with her Witch Bolt and Ice Knife prowess. During a 17-month drought of adventuring, she went to the town tavern for her usual glass of iced mead. She's known around the town and surrounding towns by moniker Ice Queen, as any drunkard foolish enough to get within a few inches of her space for a chance to be her Ice King gets frozen solid. She rarely drinks, even though she keeps control of her power even while drunk, but because when she's drunk she gets more social than she will ever be while sober. While ordering her usual course of eggs and bread, she noticed an "Adventurers Wanted!" sign above the bartender. She asked about the details, and the bartender motioned her over to a back door invisible to her until now, and the bartender asks her to go through once she finishes her meal.
Three eggs, five slices of stale bread, and a record nine frozen drunks later, she walks opens the door, and immediately sizes up the other adventurers.
One looked like an Elf, but he was shorter than her and he had a baggy hood on. Elven Rogue she thought.
One was a Dragonborn, but with silver scales. He carried with him a greatsword and an ancient tome with some sort of symbol on the covers. He snorted once she closed the door, obviously not deeming Ninaa as a threat. Cocky Dragonborn Not-A-Sorcerer
The last one was the strangest. He was buff as heck, but he didn't have any armor or any visible weapons, only a simple orange, and blue robes. The strangest thing of all about him was that he too, had a tail, but it was black and furry, exactly like his hair. He had visible tattoos running down his arms, which depicted the four elements in perfect harmony. Rain calming a roaring volcano, the land being created as the lava cooled on the ocean depicted. Meanwhile what could be assumed as a gust of wind blew away the smoke caused by the volcano. He grunted, seemingly approving the Ice Queen as a member of their journey. Uhhh
They introduced themselves before the bartender started their quest.
The Elven Rogue was named Laeden (Leave that up to pronouncing, the person that made this char won't tell us). She gave her an approving smirk before retreating to a corner.
The Dragonborn was in-fact, a Cleric, and introduced himself as Aetra. The two did not get off very well, as Aetra knocked her hand away when they tried to shake. She wasn't surprised when she gave her chilling death stare, (Pun intended) Aetra showed signs of regret.
When she turned to shake hands with the third member, she recognized him immediately and felt a ping of remorse and guilt, the first in a long time. He was the same boy that she froze when she was 15. Ninaa was now afraid to look him in the eyes. Surely he still must hate me...
The guy flicked her on the forehead, and it took Ninaa all her will to remain still and silent. They shook hands and he introduced himself as a Monk. Of course, she already remembered his name: Daniel. She used her Message spell on him.
"Can we talk later?"
"If you're planning to apologize, I saw you when I was frozen. When I passed out, I knew you didn't mean it, so everything is fine." End of the spell.
The bartender coughed.
"Now, you all know that you were here for an adventure, but actually, I didn't choose you on accident. You all are more related than you think, some more apparent than others. Your quest is to kill... a snowy white dragon."
Ninaa's eyes widened.

Anyways, some miscellaneous appearance stuff:
Platinum blonde hair
Deep Blue eyes like pure melted ice
She has a specially designed hole in her trousers for her dragon tail.
Even in what would be considered cool weather by most, her breath turns to mist.
Somewhat pale skin
Considered a sociopath by many

Ok, just a disclaimer. This is supposed to be creative criticism. And all of it is just a personal opinion So here we go.
1st Backstory So her parents defeated dragon and dragon was wise so he blessed her mother's firstborn. And she then died in childbirth and her daughter's deformity earns her life of bullying and suffering. Eh, it really does not look like a blessing to me :). Also, I do not know your setting but white dragons are usually known to be primal apex predators, not wise ones. So maybe it was perishing dragon's curse that did this.
Also, I do not believe that somebody with magic can be bullied in school by other kids, being hated and shunned for being different yes. But when you can freeze stuff with your mind bully will probably stay away.
2nd Spell selection Do not take the Mage armor spell. It gives you 13 + Dex AC. And your Draconic resilience feature gives you PERMANENT 13 + Dex AC. Therefore it is useless and waste of spell slot. Take Shield for defense or Chromatic Orb (beware you need to own diamond worth at least 50g to cast it). Or maybe take Absorb elements.
Do not take the True strike. What it does is that you spend your turn to get try roll twice at the spell attack and takes a Cantrip slot. What you can do is cast the spell twice in consecutive rounds - the result is the same but you have a free slot for let's say Prestidigitation which is an awesome roleplay spell.
3rd Tail Stump I always felt so scaly fangy hand is more cool then a tail stump :) Maybe you can even persuade your DM that you can do 1d4 + Str instead 1 + your Strength modifier because you have claw instead of a hand. Also, disregard all I say if you wish (except that Mage armor spell it is really useless to you) and play it how you want to and have fun :)
For #1: Alright, I'll readjust my characters lore to make it a curse, instead of a blessing, and I'll make the bullying less physical. Thanks again :D
For #2: To be honest, I followed by DM's recommendation for starting sorcerers and I didn't take my own char's lore into account, so I'll replace Mage Armor with something else, and I see your logic for True Strike. Lmao I know I don't have to take your creative criticism, but your logic makes sense. Once again, thanks for your creative criticism, as a noob I really need it.
For #3: I legit think you may be mistaken, it's not a tail stump, it's a fully functioning tail, kinda like Goku at the beginning of Dragon Ball, but with white scales. Although I do like the idea of a prehensile claw, Imo I think it's better for just a prehensile tail.

Some more ideas: witch bolt is considered bad by a lot of people, blocking your concentration for damage is ok, but having to use your for to basically throw a greataxe at people? Yikes, I can imagine many many times you're going to want to do something else with the action because a situation needs it.
Chromatic orb is a good substitute, also for when you encounter ice immune baddies, the 50gp gem is hard to obtain at lvl 1 though. Since the spell doesn't consume it, you only need to buy it once.
A spell that I like even better though is chaos bolt, sorcerer unique spel that also does different elements, has solid base damage and can fork of onto other enemies sometimes.
Instead of true strike, which alas is crap, take a non ice damaging cantrip maybe, just as a backup again to avoid immunity issues. Maybe checkwith your dm how big the chance is that frost immune enemies will be around first.
For the 2nd spell instead of mage armour, decide you want battlefield control ( sleep, colourspray, fog,...) or more utility stuff (detect magic, comprehend languages). Sorcerer can not have both at the start.
Do you already have an idea what metamagic you will be taking? Ik kan also impact your spell choices quite a bit.
Not sure about the meta magic, because I’m a nub my dm will give me the pros and cons once I reach level 3 or whatever the requirement is.
I was thinking of trading mage armour with chromatic orb, anyways after the first reply. I might trade Witch Bolt for Chaos Bolt.
Im still thinking about the sub for true strike though, maybe prestidigitation like the first person said. Dunno how to work around the 50g diamond though.

My main bit of advice is to read up on Metamagic. It is what seperates a Sorcerer from other spellcasters. Learn how it works and affects your spells because it can really change up the way you play, and level 3 probably isn't as far off as you'd think.
I would also advise against loading up on the damage spells and take a few utility spells instead, like presdidigitation or thaumaturgy. They have a lot of minor effects that can sometimes be stacked and offer up a lot of role play opportunities. Some of the most memorable moments I've had stemmed from creative uses of utility spells. Loading up on damage spells makes you kind of a one-trick-pony. You can make a copy of your character sheet here, boost it up a few levels, and plan out what you'll take in advance.
I don't need to comment on the background stuff because that is all very personal, and as you play you'll discover what works and what doesn't. Have fun and good luck. ;)
