My guess is that they were concerned about combining True Polymorph and Twin Spell for an effective doubling of the Sorcerer's 9th level spell slot. I don't buy that logic, of course, and I agree that it's kinda dumb.
They even had a second chance with the expanded spell lists in Tasha's and they still didn't do it.
Because honestly they just arbitrarily keep spells from the sorcerer because they consider them to be complex spells or some crap. I seriously doubt they weigh every spell with all the metamagics and go this is to strong cuse wizard gets everything while having sculpt and twinned enchantments and all that jazz.
Like why can't sorcerers summon? is it to powerful? no it's just 'complex' so thats a big fat nope to the sorcerer. but hey witch bolt is amazing right guys???

Mearls has always disliked the sorcerer class so it's not surprising that would be his answer. I suspect the lack of summoning spells has to do with an idea that summoning celestials, fiends, etc. can only be accomplished through ritual magic - which has to be learned from books or with the help of a deity. I think sorcerers are more likely to be able to perform more complex spells because as they level up they learn to control the "Weave" better.

Sculpt spell is evocation specific and sorcerer and twinning is a sorcerer ability to. Witch bolt is also kind of bad. You do several d12s and then do one die every turn for as long as you concentrate. Although you do have a point about the spell lists, sorcerers do have more nonspellcasting abilities, such as the Abberant Mind's warping implosion.
Seriously,how is it that the dragon sorcerer is forced to witness the wizard,warlock,arcane cleric,bard turn into that dragon they so craving to be?
Or that divine soul wanting to go the final step and be fully an angel of some sort,but nope,no can do chief!

Exactly! You'd think they'd add the sorcerer their much needed spell. But nope. Noting of the sort im upset.
Even just shape change to temporary turn yourself into a creature without twin spell tricks would be nice.
