The spell does not state that it creates darkness of any kind (magical or non-magical), but it does say that "No light, magical or otherwise, can ILLUMINATE the area, and creatures fully within the area are blinded." And it does not state that a creature with Darkvision cannot see in the area (and Darkness does state this).
So my question is: Can a creature with Darkvision / Devil's Sight / Blindsight / Truesight / etc. see in the area?
Hunger of Hadar creates a sphere of blackness which is not the same as darkness (magical or otherwise). Only senses that don't rely on vision will work through it, such as Blindsight and Tremorsense.
Thats a intresting point. I thin Guntler answer is right but I would make some points for discussion here:
Hunger of Hadar mention that the spell open a gateway to the dark between the stars: so its not a magical darkness that fill the space but a distortion to the space void (maybe its the material plane, maybe the abyss). So it does not count exactly against darkvision.
However, it mentions that any creature "fully within the area is blinded" that means what was said that only blindsight and tremorsense works for that creatures.
The point that I want to take to discussion (what I think is the point of the question) is that: creatures outside with darkvision the area (not "fully within") can see what is inside it?
Well, I would say thats not a clear point in RAW (since it says it just creates darkeness), but darkvision relly on a minimum of light (since darkvision works diferent between dim light and darkness) or that kind of "total" darkness can deny darkvision from a foe outside?
I think the RAI is that this "sphere of blackness" denies any vision sight within or out and the "fully within is blinded" is just to remember that someone that have just the face out of it can see clearly the outside, but thats just my bet on it.

True, there is room for interpretation as the spell never mentions darkness, heavily obscured, or anything else vision related other than that creatures within the area are blinded. So like many spells the RAW is not 100% clear.
But a common sense ruling of a sphere of blackness and bitter cold that permits no light, magical or otherwise, would suggest that anyone trying to see into the area from outside would not be able to do so.
Jeremy Crawford has stated on twitter that things like "Devil's Sight is meant to pierce the dark created by a spell like darkness, not the void of hunger of Hadar." As for blindsight and truesight that will be up to your dm. Blindsight should, truesight probably wont but your DM may think differently.

"a region infested with unknown horrors." can you see through opaque objects with darkvision? no.
"a 20-ft radius sphere of blackness" blackness isn't darkness.... it's not that it's dark.. it's that it's black, opaque.
"Any creature that ends its turn.... or take 2d6 acid damage as milky, otherworldy tentacles rub against it"... can dark vision see through milky tentacles? no.
it's not darkness, its not empty, there are things in it.
Hunger of Hadar opens a gateway to the Far Realm, which is the realm of nightmare creatures like mind flayers, beholders and the like. You DO NOT want to be in the middle of that!!

True. I think thats the more reasonable answer. There's also the whispers and slurping noises, so neither eyes and ears are good to that situation.
