Sure, in 2024 it kind of works. But unless you are doing a two weapon build I am not sure why someone would. Pact of the blade does the chr attack/damage on its own so shillelagh adds very little if anything. And even then unless your pact of the blade weapon is nick based and you took a level in fighter for the weapon mastery it will be so bonus action intensive I am not sure its worth it. Its a okay substitute for taking pact of the blade in tier one I guess.
Jea its not the most dmg meta build but personally theme builds are more flavorfull for story building anyway.
As mentioned my next char will be using it as Pala 6 warlock X, using Quarterstaff + Shield. Shillelagh only too improve the 1d6dmg dice of the quarterstaff to 2d6 at lvl17. I already agreed with the dmg that i will recast it every 30sec so every 5 rounds so i will start every battle with at least 5 rounds remaining. Combined with Polearm Master for more/better reaction attacks i will use the better dmg dice quite often. Using Pakt of the blade for livedrinker lvl9 and its other features just stack on top for more weapon focus. This char backstory is all about hand me down weapons from family so this absurd weapon focus makes sense in a way.
Bonus actions will be full but in general in fight i can say: did i crit? Yes -> Smite. NO -> Polearm master bonus attack. I dont need dmg -> use any spell/ability
The reason i ever got the idea anyway was because i wanted the lvl9 warlock invocation "Gift if the Protectors" and needed to use the Tome for that. So i looked up ways to use cantrips and spells for my weapon focused charakter and happened to find this blog.
Lvl2 walock can use a club wich isnusually 1d4 and make it a +1 weapon with a d8 dice + 2x cha dmg. Using 3 invocationns pact of the weapon , improved pact weapon , pact of the tome(shillelagh)
