I don’t believe fire bolt is a warlock cantrip, so it would not be an option for the invocation. Now you could make an argument for sacred flame. I’d probably allow it, since they are different abilities granting the effect, but I might be wrong there.
Oh, I hadn't thought about using a tome cantrip. Then, sure I think it would work. But, as always, check with your DM first.
Now, personally, I don't think it's a great choice. As you already have eldritch blast and sacred flame, you're good on attack cantrips. So, to me, spending one of two cantrip choices you get, and one invocation to boost the damage of a single cantrip (which uses a commonly resisted damage type) isn't worth the trade-off. But that's a whole different question.
yes, it should work. It will fall behind when the warlock gets his third bolt with Eldritch blast though, because a 3 hit from EB will apply your cha mod 3 times, FB will still only apply your cha mod two times (once from celestial, and once from agonizing blast)

The interesting thing to me is how and if it will work with true strike. Because if it does lets assume 18 Charisma at level 6, with a light crossbow you'd hit for 1d8+12+1d6.

That is what it looks like to me as well. Given the entire reason they aren't just full on full casters is supposedly due to how effective eldritch blast is. That is per the devs in their comments during the playtests. And sure a wizards cantrips do less. But it doesn't really matter if one is better than the other if they both are so low you aren't feeling like a contributor with it. They both fall into the sure ill toss out a cantrip because I have nothing else to do this round category.

Honestly I am a bit surprised it's faring as poorly as it is. It's looking like unless something is being missed, it's going to need some invocation support to prop it up a bit, particularly in higher tiers.

While it has some control features, so do martial weapons now so they sort of lost their niche. they may be marginally better at it, but a crossbow expert can shove pretty much just as much. And fighters at level 10? can freely swap with 3 control options which puts them ahead of warlocks in that regard imo. Control kept their lower damage in play in 2014, and barely then, but their control decreased (marginally as its just vs huge+) and the Eb stayed the same. So, I just don't see it staying in play now when damage has gone up so much for others.
I am not sure this would be good as it would tie them to hex more, but I can see the parallel with ranger but if there was an invocation that added riders to other invocations as long as the enemy was hexed, like repelling loses its size limit vs hexed, agonizing blast adds proficiency bonus as well when a enemy is hexed etc.

You could get it if you chose Pact of the Tome and selected it as one of your cantrips there... and then I would absolutely allow them to stack.
Sacred Flame would also be a choice here... although I'd personally be inclined to lean into Radiant damage over Fire, just because of resistances.

True Strike (Light Crossbow) vs Eldritch Blast
TS (lvl 6, 18 Cha) - 1d8 + 1d6 + 12 = 20 dmg
EB (lvl 6, 18 Cha) 2 x 1d10+4 = 19 dmg
TS (lvl 12, 20 Cha) 1d8 + 2d6 + 15 = 26.5
EB (lvl 12, 20 Cha) 3 x 1d10+5 = 31.5
So slightly better in tier 2, worse in tier 3.
Until you double stack it with shillelagh.. Doubt that works but it would be funny. But the benefit would be magic weapons work with true strike.

I have 2 builds that I am looking at for EB:
Use Summon Fey and Devil Sight to generate advantage.
Use GOOlock for psychic hellish rebukes, Summons and eventually dual wield Beholders.
Both Use summons and generally require precautions to get good damage.
Shillelagh would not add enough in tier 3, 1d8 to 1d12 is only a 2 point jump. Once you hit tier 4 their is no contest.
