Now, I am assuming that the once per long rest goes with the Ritual Spells bit, and not the Replace Damage, but I wanted to make sure I was reading it correctly. Am I on the right track here?
Yes, you are. The damage-Replacement can be used any time you cast a spell that deals damage.
But remember, that the damagetype you want to use must be represented by a spell of the same level as the used spellslot. So magic missile won‘t allow you to use force damage on Fireballs.
You can change the damage type every time .... they already nerfed the Scribe plenty by making the spells have to be of the same level. To limit it to once per long rest is really brutal.
Why would you change it only once per long rest? I mean it's not that big of a deal. Yeah you can change the damage type to one that is not resisted by the creature or immune. Maybe even change it to one that it is vulnerable too. I'm mean it's a powerful ability that adds versatility to this class of wizard, but making only usable once per long rest seems like an unnecessary restriction.
If they really wanted to cast the spell of the certain damage type, they could always just cast the other spell. Maybe they just like this particular spell more or view it as more useful in this situation.
Rules as Written, only the third bullet point is once per long rest. Using the spellbook as a focus and replacing the damage type of a spell with another isn't limited in that way.
I'm guessing that was directed at me, but I am aware that it is not a once per long rest thing. If you read above there are a few people that said they would make it once per long rest thing and I questioned the reason they would do that.
At my table im ruling the replace damage is once per long rest.
Do you not like the wizard's player? Or just generally don't want someone to enjoy an early-game feature that differentiates the subclass they chose from the other twelve wizard subclasses?
Could I turn fireball fire damage into bludgeoning damage? Tidal wave causes that type and is third level. Also if I replaced Fireball fire with something a little less destructive would that make it so the spell didn't catch everything in the immediate area on fire? Bludgeoning isn't force damage but I think it would be useful when you're not trying to burn down a city block or an enemy ship that you'd like to loot first. Or any room really that you are trying to clear and then loot after.
Edit: Also it looks like you could upcast. So magic missile couldn't turn your fireball into a force ball but if you cast the fireball spell at 5th level and you knew bigbys hand then you could get the forceball that we all want.

Not all the scribes are damage machines who change the damage type for damage. I use dragons breath with psychic damage cause i have mind spike. I'm lvl 4 and i want to use this ability properly

I don't think there is an official ruling on it, and there is not much consensus in discussions on it.
My take on it is I can use a element in a defense spell to change the element in a offensive one. But I can't make add more defensive elements through it like by adding force to absorb element, or thunder resist to fire shield. I could change the damage of fire shield.
