The description on this ability says "As an action, you present your holy symbol and speak a prayer censuring the undead." The prefaced as an action implies you can only use this in battle on the turn of initiative. When reading about spell casting, it is clear that spells can be cast out of battle - while a spell may take 1 action to cast, this is just a unit of time as some spells take hours or days to cast. My question is can Channel Divinity be cast outside of battle?
Yes, it can. Pretty much every ability can be used out of combat, though some are geared more towards being beneficial towards combat. If you know something is an undead, or suspect it to be, out of combat, you can always use it.

Yeah. I wouldn't use the word "cast," because Channel Divinity isn't a spell, and that's a meaningful distinction when it comes to bonus action spells. But I digress.
If you could only cast spells with casting time of 1 action in combat, Prestidigitation, Minor Illusion, and the like would be almost useless (barring extreme creativity, which I'm always a fan of).
But in any case, you're not likely to run into the situation you describe, since when you're using Turn Undead you likely have a horde of zombies trying to eat your brains, and are therefore in combat.
It could happen but the dm is likely to say roll initiative straight after. Not all undead will attack immediately, some will parlay, on realising what it is or after getting all the information they can the cleric could try to turn the undead to make combat easier or to try and run away.
