Let's say we have a Cleric 1/Wizard 19, because we have 9th level slots, can we prepare a 9th level cleric spell (since clerics can prepare any spell on the list) such as mass heal, true resurrection, or power word heal and cast it using our 9th level slot?
No: "Spells Known and Prepared. You determine what spells you know and can prepare for each class individually, as if you were a single-classed member of that class." Meaning you prepare your level 1 cleric spells, and can cast them at 9th level.
But I believe it's correct that you can cast your spells at the highest level available to you. Is that right?
So, for example, you could cast your first level Cure Wounds or Healing Word at 9th level in that example. Or is that also not correct?
That is correct, you could use the 9th level slot to upcast one of your 1st level cleric spells. Now, considering you probably have wish, and could therefore cast any number of better spells off any class list (like heal, or mass cure wounds or regeneration), probably an upcast cure wounds isn’t going to be the best choice. But in theory, you could. And I guess if you were just trying to give one person a ton of hp, 18d8 would do the trick, on average it will be better than heal, actually, though it’s just hp, none of the other goodies that come from heal.

But you can't upcast with wish. (I realize there's debate about this, and some people think you can upcast wish. So, if that's your table's ruling, then yes, upcasting heal would be the better choice. But I don't want to side track this thread into a debate about upcasting spells with wish.) So, if you say you can't upcast, you get the base heal. If they had heal, they could use a 9th level slot for it. But as a level 1 cleric, they don't have the base heal.

Yes, in this specific scenario, it would be better to cast cure wounds at level 9 than use wish to cast heal. I'm just pointing out that in general, heal is better.

This is true...unless your target has Beacon of Hope on them. In that case, you would do 144 healing with Cure Wounds versus 100 with Heal.

Upcast to level 9, heal is better.
