So I’m aware that artisan blessing can make something non magical that is no more than 100gp, during the process, even the non metallic portions are formed.

however, 20 bolts are one gold piece. Does this mean only 10 bolts can be produced, even though the gp limit would allow for 2000?
similarly, there is ammo with no value listed, such as energy cells and silvered bolts. Could these be created at the ten ammo limit?
I’d say the specific of 10 bolts overrides the general of 100 gp. Energy cells (I’m guessing you mean the ones for optional rules if you have a laser gun) have no price because, I’d think, they would not be available for purchase. I’d call them priceless, and worth well more than 100 gold, if they even exist in your world. (And really, even if you could make one, it’s kind of useless without the laser gun it would power.)
Making a weapon silvered costs an extra 100gp. That’s in addition to the base cost of the item, so 10 silver crossbow bolts would cost 101gp and then be over the limit for the spell.
I would imagine it is speaking for neccesity sake for how much ammo you can carry, as that would be about 100lbs of arrows. Saying a bundle of 2000 arrows would make the dm raise his eye, however outfitting rebels, guards, or others would make the cost/weight reasonable.
No idea on the energy cells, as that would clearly have metal.
Another question / confirmation: Artisans blessing could be used to convert 10,000 copper coins into a .2 lb platinum trade bar worth 100gp. Yes?

Yes on the copper to platinum. That’s actually one of the more practical uses for it to cut down on the weight.
As far as nine bolts. That’s going to be a DM approval thing. The description reads 10 bolts, not up to 10, but that would be a pretty strict reading. Considering how rarely silver bolts would matter, and how rare it is to use the power, I’d personally allow it. Others might not.
