This listing is incorrect in DnD Beyond. In Out of the Abyss it is listed as:
This creature is a giant octopus that has evolved to live and thrive on land. It can alter its coloration to appear as a rock formation, and it tends to lurk in crevices and fissures, attacking smaller creatures that wander near. It has a walking speed of 20 feet and a climbing speed of 10 feet, loses its Hold Breath feature, and replaces its Underwater Camouflage feature with the following feature:
Camouflage. The octopus has advantage on Dexterity (Stealth) checks.
However in the Monster section it still lists it as having to breath underwater, has an ink cloud and several other errors.
You can already see the problem with the giant rocktopus description you quoted from OotA.
It never says it loses its waterbreathing feature (though it is implied). A DM can and should run it as if it can breath air, but DDB has to stay it as written (implied doesn't count).
It could be a really interesting creature concept if they hadn't have changed half its things and then took lunch forgetting to come back and finish the rest...
Take away Water Breathing and change the Ink Cloud to be some kind of Rock Dust cloud that does the same on land and you have a pretty sweet monster alternative.

I just bought the monster pack from Out of the Abyss and this still has not been fixed
As I mentioned a year and a half ago, there is nothing to fix on DDB's end. This is a problem in the book itself that WotC has to errata.
