I noticed the character builder has backgrounds from the Basic Rules and the Haunted One from Curse of Strahd, but none of the backgrounds from the Player's Handbook. The PH recommends for the Ranger quick build the Outlander background but that's not even available. Is there any word yet on when the backgrounds from the core rule books will make their way into the character builder? I can make my own but I'm getting some first-time players and wanted to let them use the character builder.
Also, has anyone else noticed that the Point Buy system creates seriously below average stats? I used the standard method (4d6, drop the lowest) to create a dozen sets of ability scores. None of them were within reach for the point buy system and only two lacked scores above 15. On average Point Buy was 7 points lower than standard method, meaning every ability score would increase by a point and one of them would jump by two. I know that 12 tests is a small sample size, but every player I've spoken with has seen this. It just looks like point buy should cap at 18 since that's the actual max and needs some more points.

About the background, you need to unlock the non-free content from the Marketplace.
D&D Beyond can be used for free and contains information from the following "free to use" sources published by Wizards of the Coast: D&D 5th edition SRD, D&D 5th edition Basic Rules, and Elemental Evil Companion.
Content from other sources, such as the Player's Handbook, Dungeon Master's Guide, or Monster Manual, will need to be purchased from the Marketplace or accessed via another user sharing content with you via their Master Tier Subscription.
And about the point buy, you're asking in the wrong place.
