If it's an official feedback post that hasn't been closed but also hasn't seen a post for about a year then is posting to that thread necromancy? Or is making an entirely new thread just to ask a question or make a statement that would otherwise be more suited to the original thread allowed?

There was an entire extra addendum post to the Site Rules & Guidelines detailing how thread necromancy is no longer considered a violation, citing that "this particular rule has begun to hinder more than help." I imagine that if there is an official feedback thread and you have something of value to post there, it should be fine!
Yeah, thread necromancy was removed from the site rules and guidelines because it was effectively covered by non constructive posting rules. It doesn't matter how old a post is, if you're contributing constructively to the discussion, that shouldn't be punished. Conversely, posting in a long inactive thread to say nothing of value is non-constructive posting and is covered by that.
So yeah, if you have a question about a feature or bug and there's an appropriate thread, feel free to post in it regardless of age
