This is specificly for multiclassing and is not refering to more than 20 levels on any specific class.
I Think it would be very useful to allow multiclassing beyond a total of 20 levels, this wouldn't necessarily need to effect proficiency bonus or have more ability score increases (although that would be nice.) just allow the adding of more class levels. It could be added as a beta or optional feature in the home page of the character builder especially if it didn't follow the rules of the base game.
This would be particularly useful for people like me who sometimes use characters sheets as an alternative to monster stat blocks, and also for campaigns were people are multiclassing at high levels.
Given that D&D Beyond only reflects the rules as published by WotC, I can't see anything like that appearing unless there are official rules for 20+ levels as published in a PnP book.
